As a concerned Canadian and your constituent, I am writing to communicate my concerns over Bill S-219, the Non-Nuclear Sanctions Against Iran Act, and ask you to reject this bill in its entirety. Bill S-219, proposed by Senator Tkachuk, is contrary to the Government of Canada’s stated policy of re-engagement with Iran. If enacted into law, this bill will block any possibility of re-engagement with Iran and the reopening of both diplomatic missions in Tehran and Ottawa.

Bill S-219 calls for the perpetuation of Canada’s current sanctions regime against Iran and adds conditions on relations with Iran. This legislation is a clear attempt to derail the process of economic and diplomatic re-engagement with Iran by introducing unnecessary legal and bureaucratic complexities to the process. This attempt would harm the interests of Canadians, especially Canadians of Iranian heritage, Canadian businesses at large, and Canada’s standing in the world.

Canada’s diplomats are in the difficult process of re-engaging with Iran after relations were broken by the previous federal government under former Prime Minister Harper. A bill such as S-219 at this time would tie the hands of our Minister of Foreign Affairs and our diplomats and derail the process of re-engagement.

In the aftermath of the P5+1 nuclear agreement with Iran, almost all of Canada’s major allies have taken tangible measures to politically engage with Iran, foster trade and investment with that country, deepen socio-cultural ties, and promote peace and stability in the Middle East region. Meanwhile, Canada is lagging behind, and Canadian businesses are finding it difficult to enter the vast and dynamic Iranian market with the existing sanctions regime and lack of diplomatic support.

Iranian-Canadians (a population estimated at 300,000 nationwide) are also suffering from this lack of engagement, unable to access consular services in either Iran or Canada. In a parliamentary petition (e-553) addressed to the Government of Canada nearly 16,000 Canadian citizens and permanent residents from across Canada urged the federal government to reestablish diplomatic relations with Iran and facilitate the reopening of the embassies in Tehran and Ottawa. In such an environment, Bill S-219 represents an untimely course of action that does not serve Canada’s national interests.

It is with the above in mind that I, the undersigned, a member of your constituency, call on you to reject Bill S-219 in its entirety. Furthermore, it is my sincere desire that you would do your utmost to encourage our federal government to re-establish relations with Iran.
